Brief Bio:

    Paul G. Fischer, Jr., P.E., is a forensic engineer,
    expert witness, skilled communicator and
    presenter, and Technical Director of a multi-
    disciplined, forensic engineering consulting
    practice that is today called Fischer Engineering.

    Mr. Fischer is a "Fellow" of the National Academy
    of Forensic Engineers  (NAFE), indicating their
    highest level of experience criteria. Membership
    requires referrals from Court Judges and General
    Adjusters.

    He began his professional engineering practice
    as  forensic engineer with the establishment of
    Paul G. Fischer, Jr., P.E. and Associates in 1982,
    and
    Fischer Engineering, its successor, was
    established
    in 2005.  .

    From 1980-82 he consulted for and managed the
    Boston Office of American Standards Testing
    Bureau, Inc. (ASTB, Inc.).

    Paul has earned 2 "Distinguished Toastmaster
    awards" in Toastmasters International, each of
    which requires having given more than 40
    evaluated speeches. Paul has been the District
    Governor and Lieutenant Governor of Education
    of District 31 which has a membership at the time
    of approximately 2,500 people whose goals are to
    become better speakers and leaders.

    Paul is also a commercial pilot and retired
    Lieutenant Colonel with 27 years of serve in the U.
    S Army Corps
    of Engineers as a reserve officer. Another
    strength is that he was an instructor for the U.S.
    Army in the Command and General Staff College
    in Boston, and was the Seminar Director in
    Boston for the two year National Defense
    University's, National Security Management
    Course for senior commissioned officers.

    In addition, in operations near the Cambodian
    border against elements of an N.V.A. Division Paul
    was awarded the Distinguished Flying Cross
    medal for
    valor and during the relief of the Khe Shan Marine
    air base Paul was awarded the Army
    Commendation medal w/ Valor during combat  
    service in the Republic of South Vietnam, among
    other military awards, attesting to his abilities to
    consistently  and confidently communicate under
    stress, such as when presenting his opinion as
    an expert witness in a court room.
